SENDING & RECEIVING
When we speak in English terms of "bringing a horse on the bit" or in Western terms "of breaking at the poll". We find we're really talking about the same thing; namely getting the horse to travel in better balance. Accepting the bit isn't a goal in itself but just a step in the process of improving the rider's control and the horse's way of going. In other words the rider's leg produces impulsion i.e. "sending" while the bit is used to regulate the forward movement i.e. receiving". When the hands softly limit the forward movement but the legs continue to send, the result is a change in balance because the horse steps under himself. To ensure that students don't just crank the horse's nose in by pulling on the reins thinking they're getting a pretty head set, we teach to send the horse forward from the leg and receive him into the hands... getting a pure or true head set in balance. The bottom line is that the more you send the more you're able to receive.
